Irene Shirley Kwaga

Ms. Irene Shirley Kwaga is a passionate and driven Ugandan lawyer with over 15 years working experience in programme design, management and implementation to advance the Rule of Law programming in Uganda. Ms. Kwaga has led and served on various Rule of Law projects aimed at fostering human rights and freedoms, expanding civic space, good governance and access to justice as well as informing policy, legal and institutional/structural transformation for public good and to advance social justice.

From January 2019 – April 2020 she served as Head of Research and Development at Crownel Co. Ltd; a premium legal consulting firm based in Uganda, established to offer legal services and thought leadership on topical issues on a national and global scale.

Previously, she served as Head of the Rule of Law Docket and Head of Policy, Research and Advocacy during her 7- year tenure of employment at the Uganda Law Society (2012 - 2018) and prior to that, worked with the International Law Institute – African Centre for Legal Excellence; where she served in different capacities over a period of 7 years as Senior Special Projects Administrator, Programmes Attorney and Programmes Administrator (2003-2010).

Ms. Kwaga holds a Bachelor of Laws degree from Makerere University, Kampala and is an alumna of the International Visitor Leadership Program (IVLP); a premier professional exchange programme facilitated by the U.S. Department of State. She is also a Commonwealth Professional Fellow; having attended the prestigious award programme facilitated by the Commonwealth Scholarship Commission for the last 60 years in the United Kingdom.

Ms. Kwaga is currently transitioning into private consulting with a special focus on select Rule of Law aspects.
